Hi, could you help as I can’t work this one out…

According to the statistics, No.840 emails had been sent out by 08:20.
Scheduler Settings:
Scheduler Max Frequency = 60
Number of emails per task = 140
Mail Settings:
Mail Sending Settings = 0, 0, 0
Mail Script Time Out = 60
Earlier this week I tried the scheduler settings @ 35 emails every 15 mins, again it only sent out half of them per hour.
I then decided to change the settings half way through the run to 140 per hour, it was fine and the balance of the emails were sent hourly.
Now, with this new run, the Scheduler is sending every 90 minutes.
UPDATE:
I changed the Scheduler settings to:
Scheduler Max Frequency = 15
Number of emails per task = 35
Emails are now being sent out at :50 and :20 minutes past the hour (Joobisoft has not been changed and it is still set at every 15 mins). I have now increased the number of emails to No.70 per task to achieve 140 per hour in line with my ISP as a work around, even though the settings indicate that there should be four tasks every hour. It still doesn't make sense!!!
Can you help please as I cannot work out why the timings are not consistent?
