Is there a setting so that the newsletter can be sent to all users subscribed at the time of mailout vs time of creation? Or is this best handled by an autoresponder?

This will enable me to have several newsletters in advance and go to all the latest subscribers.

Unfortunately, there isn't option for that.
When you create a newsletter, this one is applied to the existing subscribers.

If someone subscribes after the created newsletter, he won't receive it.
